Can someone find an unclaimed island territory in the middle of the ocean and claim it as their own?

And establish their own government and rule? If someone just found an unclaimed island could they just claim it as their own property in which they can live and build a vacation house or what? What would be the process?

1. There whole world has already been mapped and claimed. Unless you can get to the Moon I think it's pretty hopeless.
2. Yes, you could. You would have to be able to protect it if someone else wanted to take it away from you, because no government is going to help. Pirates would be a problem - you can't call the cops. Hope it has plenty of food - no one delivers there. You start to see that it's not as easy as you thought.
