What's the best beach resort (with reasonable/affordable rates) in ko chang, thailand?

we're planning to visit ko chang in march 2009. were on a budget, we will be crossing singapore, malaysia, cambodia and thailand, and ko chang will be our last stop. what are the good resorts in the island? I mean white sand, shallow clean water, good view and relatively cheaper rooms. I don't mind staying in a lower-star resort/hotel classification, for as long as its clean and the beach is magnificent. (our budget is not more than US$40/room/night) thank you so much!
